Recently, the North Carolina CONGRESS passed a law that allowed the state department of vital statistics to issue legal birth certificates for stillborn babies upon request. They are available for babies born in 2001-present. The cheapest option is $30.

1. Access the NCDHHS website here
2. At the bottom of the page, find the section titled "Report of Fetal Death and/or Certificate of Birth Resulting in Stillbirth" and download either the English or Spanish version.
3. Fill out the form, include form of ID, and form of payment. Mail these items to the following address (also printed on the form):

It will take several weeks for your request to be processed, and it does not guarantee that a birth certificate can be found/created.
